The History of St Charles

Originally constructed as a two room elementary school, this building was constructed with a common tactic known as “extension plan” that allowed for a later addition. In 1925, a six classroom addition was added on to the east side of the building, as well as an L shaped addition to allow for three more classrooms to each floor.

In 1994 the Ottawa Roman Catholic Separate Board sold the then vacant St Charles School to alleviate some of its debts. Not wanting to allow such a historical building to essentially go to waste, Heritage Ottawa met with the Ottawa Roman Catholic Separate Board to come up with a plan to offer their assistance in locating buyers and professionals to convert the school into new use.

In 1995 the school was being considered for the use of a day-care and parent resource centre. Unfortunately due to the program’s needs and limited available funds, the cost of the conversion was not feasible. Shortly after an application for a demolition permit was submitted in March.

During a meeting in April, the Local Architectural Conservation Advisory Committee recommended to the City Council that St Charles receive official heritage designation. While the decision was still pending, the Community Development Branch approved the demolition of the school. Heritage Ottawa and the New Edinburgh Community Association heavily lobbied in support of the designation and it was approved an official Notice of Intention to designate. The O.R.C.S.S.B. renewed the application to demolish the school in July, 1995 and the LACAC went against the application and it was confirmed by City Council in September, giving the school 18- days to reprieve from the demolition.  A phone campaign was put into action by Heritage Ottawa called “Dial Against Destruction”, as well as a community garage sale and a collection of 150 signatures on a petition to save St Charles. With the mounting pressure, the O.R.C.S.S.B. launched an appeal to the CRB. At the hearting in October, the CRB ruled in favour of designation. As of February 1996, St Charles School was designated under Part 6 of the Ontario Heritage Act.

In 1996 Domicile hired Architects Katz Webster Clancey Associates to design the residential conversion of St Charles to accommodate the now loft apartments on the second and third floors. The project was completed in 1997 and is now formally known as Schoolhouse Square.
